Overall vulnerability takes into account the exposure to specific climate effects as well as the social, economic and environmental sensitivity and adaptive capacity of the municipality.

Figure 7 provides an overview of the better practice approach being applied, whereby sensitivity and adaptive capacity indicator layers are combined with the climate exposure data to provide an understanding of the overall vulnerability of the Region. This vulnerability information is then used to inform the risk assessment process to ensure material risks are being addressed.
